Cycling UK – Big Bike Revival Grants Programme

Grants are available for voluntary groups, social enterprises, and other not-for-profit organisations to deliver cycling projects and activities across England for people who do not normally cycle.

Background

The Big Bike Revival Grants Programme is provided by the Department of Transport and administered by Cycling UK, Cycling UK | The UK’s cycling charity, a national organisation dedicated to supporting cyclists and supporting bike use.

Objectives of Fund

This fund aims to achieve the following objectives:

  • Encourage people who don’t cycle to cycle.
  • Encourage people to cycle more often.
  • Increase short cycling trips.
  • Improve the perception of cycling safety.
  • Improve people’s confidence to cycle.

The programme supports people returning to cycling, starting as complete beginners, and other people who do not cycle regularly. This includes reaching new people, including groups who are underrepresented in cycling or face challenges and perceived barriers to cycling, such as:

  • People on low incomes.
  • People who suffer from poor mental health.
  • People who are not meeting physical activity guidelines.
  • People who are homeless.
  • People lacking confidence.
  • People who are unemployed.
  • Military veterans.
  • People who are experiencing substance abuse.
  • People who are ethnically diverse.
  • Refugees and asylum seekers.
  • People experiencing transport poverty.
  • People with perceived barriers to cycling.

There are two levels of funding available:

  • Grants up to £1,000 for the delivery of three events or more that focus on at least one element of the fix-learn-ride model.
  • Grants of up to £2,000 for the delivery of six events or more that focus on at least two elements of the fix-learn-ride model.

Who Can Apply

Voluntary and not-for-profit organisations that are rooted in local communities and working to tackle a range of needs and challenges can apply, such as:

  • Community cycle groups.
  • Youth groups.
  • Bicycle recycling centres.
  • Not-for-profit organisations, such as registered charities, social enterprises, community interest companies, and voluntary-led groups.
  • Wellbeing groups.
  • Community hubs.

Applicants must provide an organisational or business bank account.

Organisations who are providing cycling activities regularly as their main activities or as a primary income must have a public liability insurance policy and must be able to provide Cycling UK with a valid copy of the policy when requested.

The following are not eligible for funding:

  • Rental costs, rates, licenses, and other associated running costs for fixed infrastructure on premises and businesses.
  • Social activities and entertainment.
  • Gifts and giveaway merchandise.
  • Business investment costs, capital costs, or any for-profit activities.
  • the sale of replacement parts without repair work.
  • The sale, replacement, or upgrade of existing components.
  • The sale, repair or replacement of lighting, cycle, or clothing accessories.

Eligible Expenditure

The fund will support events and activities that use the ‘fix-learn-ride’ model to provide sessions on fixing unused or broken bikes, learning sessions such as maintenance workshops or cycle training/upskilling, or offering low milage-led rides on local routes to build up the confidence of participants.

Funding can be used for:

  • Staff costs, such asqualified professionals, bike mechanics, skilled ride leaders, trained cycle instructors, bike maintenance tutors or administrators.
  • Volunteer expenses, such as refreshments and travel.
  • Equipment purchases, including tools, bikes, bike parking, locks, helmets, high-vis jackets and pumps, but not capital or fixed infrastructure costs (This must not exceed 5% of the total grant funding awarded).
  • Equipment hire, such as cones, high-vis jackets, helmets or bikes.
  • Consumables, including brake pads, inner tubes, cables, lubricant or small parts.
  • Venue hire or location fees, but not property rental, rates or energy bills.
  • Participant incentives such as items that will keep beneficiaries cycling after they’ve attended an event, but not giveaways.
  • Participant refreshments such as reasonable drinks and snacks.
  • Promotion costs, including printing Big Bike Revival promotional materials, media advertising, or social media costs (This cost must not exceed 7% of your total grant funding).
  • Transport, including transportation of goods to and from the event location (This cost must not exceed 5% of the total grant funding awarded).
  • Personal Protection Equipment such as hand sanitiser, face masks, disposable gloves, or paper tissue.

Funding is for activities delivered between 15 May 2023 and 30 September 2023.
